News from 1959 One of the most hectic years in Louisiana's political history was highlighted by the incarceration of Governor Earl K. Long in two mental hospitals in as many months. Constitutionally barred from succeeding himself as Governor, Long chose instead to run for Lieutenant Governor on a ticket headed by former Governor James A. Noe. In the December 5 Democratic primary, Long came in third, behind New Orleans Mayor de Lesseps S. Morrison and former Governor Jimmie H.
